Digitisation of Land Records, Kulgam

Kulgam became the second district in the Union Territory to complete the digitisation of its land records, followed by all public services going online.

The Challenge

Land records in Jammu & Kashmir were held in paper Jamabandis, making verification slow and mutations dependent on physical visits to revenue offices.

The Intervention

A district-wide programme to digitise every Jamabandi and land record, run through the revenue department, with the aim of making records available online.

Implementation

All 273 Jamabandis of the district, containing more than 44,000 records, were digitised by September 2022. The programme was followed by the migration of public services to online delivery.

Outcome

Kulgam was reported as the second district in the Union Territory to complete land-record digitisation, with records described as accessible within a click. All public services were online by January 2023. District Kulgam later received the Prime Minister's Award for Excellence in Public Administration 2023 in the holistic-development category.
