Three applications launched across three districts to take applications, grievances and works monitoring online.

The Challenge

Applications and grievances to the district administration were handled on paper, and progress on development works was reported through periodic returns rather than in real time.

The Intervention

In Kulgam, the Madadgar mobile application (January 2022) as part of the district's Digital India initiative. In Srinagar, the E-Arzi applications-management portal (October 2024) alongside an online grievance portal and WhatsApp chatbots. In Budgam, the e-Nigrani application (February 2026), a Constituency Development Management Information System for real-time monitoring of works.

Implementation

Each platform was launched by the district administration and operated by its offices; E-Arzi was cited at his Srinagar farewell as one of the tenure's citizen-facing tools.
