Dr Bilal Mohiuddin Bhat, IAS (2017 batch, AGMUT cadre) is Deputy Commissioner of Anantnag, Jammu & Kashmir. He secured All-India Rank 10 in the UPSC Civil Services Examination 2016 and has served as Deputy Commissioner of Kulgam, Srinagar and Budgam and as Sub-Divisional Magistrate, Karnah. A veterinary graduate of SKUAST-Jammu, he qualified the J&K Combined Competitive Examination in 2010 and the Indian Forest Service Examination in 2012 (All-India Rank 23) before joining the IAS. District Kulgam received the Prime Minister's Award for Excellence in Public Administration 2023 for work undertaken during his tenure. He conceived the Chinar Book Festival, Srinagar, and is the author of Environment and Ecology for UPSC and State Civil Services Examinations.

Dr Bilal Mohiuddin Bhat, IAS is an officer of the Indian Administrative Service, 2017 batch, AGMUT cadre, serving as Deputy Commissioner, District Magistrate and District Development Commissioner of Anantnag since February 2026. He is from Kupwara district in North Kashmir and graduated in Veterinary Science and Animal Husbandry from SKUAST-Jammu in 2010. He qualified the J&K Combined Competitive Examination in 2010 at his first attempt and served in the J&K Administrative Service, then qualified the Indian Forest Service Examination in 2012 with All-India Rank 23 and served as Deputy Conservator of Forests in Uttar Pradesh. He secured All-India Rank 10 in the Civil Services Examination 2016 in his fourth attempt, the highest rank from Jammu & Kashmir that year. His field postings have been Sub-Divisional Magistrate, Karnah-Tangdhar (2019 to 2021) and Deputy Commissioner of Kulgam (2021 to 2024), Srinagar (2024 to 2025), Budgam (2025 to 2026) and Anantnag (2026 to date). Documented work includes full COVID-19 vaccination coverage and land-records digitisation in Kulgam, for which the district received the Prime Minister's Award for Excellence in Public Administration 2023; the conduct of the 2024 General and Assembly elections in Srinagar; the Chinar Book Festival; the first SMILE shelter home in J&K; flood relief in Budgam; and, in Anantnag, Census-2027, the Amarnath Yatra and the Nasha Mukt campaign. He is the author of Environment and Ecology for UPSC and State Civil Services Examinations (UPSC Guide, 2nd edition, 2024).
