Prime Minister's Award for Excellence in Public Administration 2023

Conferred on District Kulgam in the holistic-development category on the 17th Civil Services Day, for work undertaken largely during Dr Bhat's tenure as Deputy Commissioner (March 2021 to January 2024). The award was received by his successor, who publicly acknowledged his contribution.

This recognition goes to the people of Kulgam who chose to accept holistic development, officers and staff who chose to work sincerely for people, and to incumbent DC Athar Aamir Khan who projected the work done over many years, especially 2023, meticulously before the Award committee.
