As Returning Officer for the 02-Srinagar Parliamentary Constituency and District Election Officer for eight Assembly constituencies, Dr Bhat conducted two elections in six months.

The Challenge

Srinagar district voted in the General Election in May 2024 and, for the first time in a decade, in a Legislative Assembly election in September 2024, requiring the district administration to run both within six months.

The Intervention

As Returning Officer, 02-Srinagar PC, he received nominations (22 on the last day, 29 valid, 24 in the fray), ran the voter-awareness programme and organised polling and counting. As District Election Officer he then ran the Assembly election for all eight Srinagar constituencies.

Implementation

Voter-awareness events at the Tulip Garden, Lal Chowk and Polo View; home voting for electors above 85 and persons with disabilities; 17 postal-ballot facilitation centres; counting at SP College on 8 October 2024 for the Assembly election and on 4 June 2024 for the Parliamentary seat.

Outcome

Both elections were conducted and counted on schedule. Officers at his June 2025 farewell cited the conduct of the two elections among the tenure's principal work.
