Har Ghar Dastak and Health-Scheme Saturation, Kulgam

A door-to-door campaign that took Kulgam to full COVID-19 vaccination coverage and made it one of the first three districts in J&K fully saturated under the AB-PMJAY SEHAT health scheme.

The Challenge

In 2021 the district needed to vaccinate its adult population against COVID-19 and to enrol every household in the AB-PMJAY SEHAT health-insurance scheme, including remote and hesitant households.

The Intervention

Dr Bhat took the first vaccine dose publicly on 4 April 2021. A 1,000 LPM oxygen generation plant was commissioned at District Hospital Kulgam in May 2021. The Har Ghar Dastak door-to-door campaign was launched on 19 November 2021 for both vaccination and SEHAT enrolment, supported by a Common Service Centre mobile van from December 2021.

Implementation

Vaccination counters at degree colleges, door-to-door teams, and felicitation of health workers in October 2021 when full coverage was reached. Aadhaar seeding of ration consumers reached 100% in December 2021.

Outcome

100% COVID-19 vaccination coverage (October 2021). Kulgam was among the first three districts in J&K to reach 100% household saturation under AB-PMJAY SEHAT (September 2022). Kulgam, as part of the Anantnag TB district, was declared TB-free in March 2023.
