Dr Bilal Mohi-ud-Din Bhat, IAS · 16 June 2025 to 25 February 2026

Dr Bilal Mohi-ud-Din Bhat served as Deputy Commissioner, District Magistrate and District Development Commissioner of Budgam from 16 June 2025 to 25 February 2026, succeeding Akshay Labroo, IAS, and handing over to Athar Aamir Ul Shafi Khan, IAS. He was concurrently District Election Officer for the bye-election to the 27-Budgam Assembly constituency.
Work During the Tenure
The September 2025 floods on the Shaliganga and at Panzan defined the tenure's first months: inspection of the damaged Panzan bridge, relief and restoration meetings, a briefing to the Inter-Ministerial Central Team, a Rs 71.25 lakh bridge restoration and a temporary Bailey bridge at Chadoora. The bye-election to 27-Budgam was conducted between October and November 2025, with counting on 14 November.
Development work included the 125-bed New District Hospital and 100-bed critical care unit at Reshipora, approvals of more than 2,000 cases under HADP, JKCIP and allied schemes, the demarcation and land-record authentication of the Hokarsar Ramsar wetland, land procedures for the expansion of Srinagar civil airport, ski infrastructure at Doodhpathri, and public darbars at Charar-i-Sharief, Khag, Beerwah and Pakherpora. In his final week he launched the e-Nigrani application for real-time monitoring of works and a hybrid learning system linking fifteen schools at Kanir.
